OGP, Limerick and Mayo councils award over €4m in frameworks this week

Five contracts from the past week's award notices stand out from the usual run of small plant-hire and labour-hire deals. Between them they carry a combined estimated value of just over €4m — though, as ever, most of that is framework ceiling rather than guaranteed spend.

Office of Government Procurement: two frameworks worth €1.7m combined

The Office of Government Procurement made two sizeable framework awards on 1 September 2026:

• Softcat plc won an annual direct drawdown arrangement for a Microsoft solution, with an estimated value (framework ceiling) of €1,000,000.
• Grant Thornton won a mini-competition to supply a statistician/data analyst, with an estimated value (framework ceiling) of €736,000.

Both figures are ceilings set under existing OGP frameworks, not confirmed spend — actual drawdown will depend on how much of each arrangement gets used.

Limerick City and County Council: €1.08m for active travel oversight

Limerick City and County Council awarded Barry Transportation a contract on 31 August 2026 to provide two resident engineers and two civil technicians across the council's Active Travel Projects, with an estimated value (framework ceiling) of €1,078,124.

Mayo County Council: €1.04m interconnector pipe contract

Mayo County Council awarded F.V.D.L (Future View Developments Ltd) the Sraheens GWS interconnector contractor procurement on 1 September 2026, covering roughly 5.5km of 250mm interconnection pipe between Knockmore and Ballina regional water supply schemes. Estimated value (framework ceiling): €1,044,659.19.

Burncourt National School: €145,000 for hot meals

Away from the big civil engineering frameworks, Burncourt National School awarded Cahermills Food Services Fitzgeralds Family Butchers the contract to provide hot meals under the School Meals Scheme, with an estimated value of €145,017.60.

The honest total

Add the five figures together and you get €4,003,800.79 — but four of the five are framework ceilings, meaning the buyer has set a maximum spend under the arrangement rather than committed to it. Only the school meals contract is a straight estimated-value award. Worth remembering next time a headline number gets quoted as if it were already spent.
