Iarnród Eireann's €34m framework spend: who's winning the plant and labour hire contracts

Iarnród Eireann has made 138 framework awards over the past 12 months, with a combined framework ceiling of €34,284,927.21 and €3,234,474.34 in disclosed contract value. Almost all of this spend runs through plant hire, labour hire and vegetation clearance frameworks rather than one-off contracts — worth breaking down given how the same names recur.

The last week alone

In the seven days to 7 September 2026, Iarnród Eireann made 12 framework awards, all labelled as estimated value (framework ceiling) rather than firm contract value, totalling €1,826,450.50:

• CWS Communications LTD — three awards on 4-7 September: Points building labour support south (€619,200.00 estimated value, framework ceiling), TDU Main Labour Hire North Contract 1 (€474,702.50 estimated value, framework ceiling) and a culvert renewal labour hire lot (€36,672.00 estimated value, framework ceiling).
• Breffni Group — two Panel Relaying Plant contracts on 7 September worth €42,140.00 and €38,640.00 (both estimated value, framework ceiling).
• John Dixon Plant Hire Ltd — a Division 2 plant hire contract (€389,736.00 estimated value, framework ceiling, 2 September) and a dozer hire lot for a shutdown (€16,800.00 estimated value, framework ceiling, 1 September).
• Oliver Dixon Hedgecutting and Plant Hire Ltd — a Panel Relaying Plant Hire lot (€44,160.00 estimated value, framework ceiling, 7 September) and a Division 2 vegetation clearance contract (€100,000.00 estimated value, framework ceiling, 2 September).
• Dixon Bros.(Agriculture and Plant) — a SET Plant Support lot (€37,600.00 estimated value, framework ceiling, 3 September) and a vacuum excavator tender (€10,800.00 estimated value, framework ceiling, 1 September).
• SAF Building and Civil Engineering Ltd — one plant hire contract at Knocklong (€16,000.00 estimated value, framework ceiling, 3 September).

The 12-month picture

Zooming out, Iarnród Eireann's top winners by award count over the past year are Dixon Bros.(Agriculture and Plant) with 17 awards, Oliver Dixon Hedgecutting and Plant Hire Ltd with 9, SAF Building and Civil Engineering Ltd with 8, and both Breffni Group and CWS Communications LTD with 7 each. John Dixon Plant Hire Ltd adds a further 4.

Three separately registered firms sharing the Dixon name — Dixon Bros., Oliver Dixon Hedgecutting and Plant Hire, and John Dixon Plant Hire — together account for 30 of Iarnród Eireann's 138 framework awards in the past 12 months, close to a quarter of the total by count. None of these awards carry disclosed contract totals in our data; they are recorded only as framework ceilings, which cap what could be drawn down rather than confirm what was actually spent.
