Iarnród Éireann's plant hire frameworks: €33M in ceilings, €3.2M disclosed, one contractor with 17 awards

Iarnród Éireann has made 131 award notices over the past 12 months, according to public procurement data. Between disclosed contract values and framework ceilings, the totals look very different depending on which number you read.

Disclosed contract value across those 131 awards comes to €3,234,474.34. But most of the individual notices are framework agreements, where the published figure is an estimated ceiling rather than money actually spent — and summed together, those framework ceilings come to €33,029,412.71, roughly ten times the disclosed contract total. Anyone reading a single award notice needs to check which of the two they're looking at.

The plant hire and vegetation clearance side of the business shows this clearly. In the past week alone, Iarnród Éireann issued eight separate award notices for divisional plant hire, tree felling and culvert work:

Over the full 12-month window, one name recurs more than any other: Dixon Bros.(Agriculture and Plant) has won 17 separate award notices from Iarnród Éireann, more than any other supplier. Behind it, Oliver Dixon Hedgecutting and Plant Hire Ltd and SAF Building and Civil Engineering Ltd each have 8. None of these totals are disclosed as a single running contract value in the public notices — each is a separate framework ceiling, awarded division by division and job by job.

That structure — many small divisional frameworks rather than one national plant hire contract — is a choice about how the tendering is organised, not a comment on any of the firms involved. But it does mean that questions like "how much has Iarnród Éireann actually spent on plant hire this year" don't have a single public answer; the framework ceiling total and the disclosed contract total are €30M apart.
