Office of Government Procurement: €156M in framework ceilings, €8M in disclosed contract value over 12 months

The Office of Government Procurement made 311 award decisions over the past 12 months. Add up the figures attached to those notices and you get two very different numbers: €8,038,596 in disclosed contract value, against €156,374,836 in framework ceiling value.

That is not a rounding gap. It is the difference between what OGP frameworks are worth if fully drawn down and what has actually been confirmed as spent or contracted. The two numbers get conflated constantly in procurement reporting — OGP's own notices label most awards as framework ceilings rather than contract values, and it is easy for a headline to read "€156M contract" when the underlying notice says something closer to "up to €156M, if every buyer on the framework draws down the maximum".

Three awards from this week show the pattern at notice level rather than in aggregate.

On 01 September 2026, OGP awarded Softcat plc a place on an annual direct drawdown arrangement for a Microsoft solution, notice ISW023F-1-038. The award notice carries an estimated value (framework ceiling) of €1,000,000 — not a confirmed spend of €1M, but the ceiling drawdown participating bodies could reach.

The same day, Grant Thornton won a mini-competition for a statistician/data analyst role, notice IPS016F-03-018. Its award notice shows an estimated value (framework ceiling) of €736,000 for what the notice describes as a single 3.4-grade analyst position — again, a ceiling figure, not a confirmed contract sum.

And BDO picked up internal audit services for the Financial Services and Pensions area, notice PBF123F-03-112, with an award notice estimated value (framework ceiling) of €100,000.

All three are legitimate, properly labelled framework awards — nothing here suggests anything improper. The point is simpler: at OGP's scale, framework ceiling figures dominate the public award record by a factor of nearly 20 to 1 over disclosed contract values. Anyone using OGP notices to estimate actual state spend on consulting, technology or professional services needs to read the value_kind on every line, not just the headline number.

By award count rather than value, the most active winners on OGP frameworks over the past 12 months were PFH Technology Group (17 awards), Ergo (13), Crowleys DFK (11), Forvis Mazars (11) and Deloitte Ireland (10) — a reminder that OGP's frameworks are built for repeat drawdown across many buyers, not one-off contracts.
