2. Scope of Work

This tender seeks the supply and delivery of two new water tanker fire appliances to Tipperary County Council. These appliances are critical for firefighting operations, particularly for large or remote fires where water availability is not guaranteed. They carry approximately 8,000 litres of water, which can be dumped at an incident location or used to feed other fire appliances. The tankers are also equipped with spray bars for high-pressure washing of oil spills from roadways. The scope of work includes:

  • Supply and Delivery of 2 No. Water Tanker Fire Appliances: The appliances must conform to the latest relevant sections of standard EN 1846, with a motor class of super (S) and urban category (1).

  • Acceleration: 65 kph in less than 20 seconds, 80 kph in less than 30 seconds, 100 kph in less than 40 seconds on a flat road.

  • Material must conform to the latest relevant sections of standard EN 13501-1.
  • Battenburg pattern squares shall measure between 700mm and 900mm.

  • Pump fitted with 65mm female instantaneous couplings, each with a blank rubber cap.
  • Ancillary Equipment:
  • Lightbars must produce a minimum of 7,000 lumens and have a minimum of 70 LEDs.
  • Display screens must have a minimum of 32 x 64 matrix graphics/LED modules with a minimum visible angle of 25°.
  • A controller with a minimum 50mm wide display screen must be mounted in the crew cab to show sign information.
  • A minimum of 50 pre-programmed messages must be stored for easy selection.
  • Bottom shelves shall have a minimum capacity of 150 Kgs.
  • Training:
  • 1 Day Driver Familiarisation Training.
  • 1 Day Mechanical and Electrical Maintenance Training.
  • 1 Day Pump Operator Training provided by a suitable instructor.
  • Workshop Facility: Tenderers must operate at least one workshop facility with the capacity and capability to carry out repairs/servicing to the fire appliance and ancillary equipment.
  • Call-out Service: Capability to provide a call-out service within 24 hours on a nationwide basis in the Republic of Ireland.
  • Quality Assurance: Certified Quality Management procedures in place to a minimum standard of ISO 9001:2015 (or equivalent).
  • Previous Experience: Minimum of 2 No. fire appliances of a similar type (Class B Water Tender, Water Tanker, Emergency Tender or Aerial Appliance) supplied and delivered in the past seven years.
