2. Scope of Work
The Contracting Authority seeks an Engineer-Led Design Team to deliver Stages 2–5 of the Park Lane Enhancement Works. This procurement covers detailed design, the tender process for construction, construction stage services from a design team perspective, and handover and defects period services. No physical construction works are included.
The scope of services comprises:
- Stage 2 – Detailed Design: This involves developing the detailed design plans and specifications for the Park Lane Enhancement Works.
- Stage 3 – Tender Process: This stage includes preparing tender documentation and managing the tender process for the subsequent construction phase.
- Stage 4 – Construction Stage Services (Design Team role only): The appointed team will provide design team services during the construction phase, focusing on design-related support and oversight, not direct construction management.
- Stage 5 – Handover & Defects Period Services: This final stage covers the formal handover of the completed works and management of any defects that arise during the specified period.
Preliminary designs for Park Lane and Castle Lane were completed under Stage 1, but only Park Lane is part of this Request for Tender (RFT). Stage 1 drawings are provided for reference.
The Contracting Authority reserves the right to terminate the contract after the completion of Stage 2 or Stage 3, subject to funding availability and approval to proceed. Tenderers must provide pricing for all stages (2–5), and evaluation will be based on the total combined price for these stages, irrespective of the termination options. Contract management activities, including reporting and performance reviews, are non-billable.
3. Background & buyer context
Roscommon County Council is procuring an Engineer-Led Design Team for the Park Lane Enhancement Works. This initiative follows Stage 1, which involved concept and preliminary design for both Park Lane and Castle Lane. The current procurement focuses exclusively on the Park Lane component. The project is being undertaken to enhance the public realm in this area. The indicative budget for this contract is €70,000. The contract duration is until the completion of Stage 2, with optional continuation to Stages 3–5, contingent on funding and approval.
4. Eligibility & selection criteria
Tenderers must meet the following minimum requirements to be considered eligible:
- Turnover requirement: Average annual turnover must have exceeded €100,000 during one of the last three years, or pro-rata for more recently established firms. The firm must have been in existence for at least 6 months.
- Insurance:
- Employer's Liability: €13 million
- Public Liability: €6.5 million
- Product Liability: €6.5 million
- Professional Indemnity: €1 million
- Environmental Liability Impairment: €6.5 million
- Certifications: Not specified for this tender.
- Past experience: Tenderers must demonstrate successful delivery of at least three (3) comparable public-realm, civil-engineering, or urban-design projects within the last five (5) years. Comparable projects must include public realm enhancement works, urban regeneration works, or civil engineering design involving drainage, paving, landscaping, or lighting.
- Personnel: Tenderers must demonstrate access to the minimum number of skilled personnel as defined in the Tender Response Document (TRD). Specific roles and minimum numbers are not detailed in the provided extract but are referenced as being in the TRD.
- Geographic / facility constraints: Not specified for this tender.
Tenderers must also confirm compliance with relevant Health & Safety legislation and demonstrate operation of health & safety systems and procedures in line with Safety, Health & Welfare at Work legislation. They must also demonstrate a commitment to quality assurance, providing details of policies and systems, and whether they are 3rd party certified.
5. Award criteria & scoring
The contract will be awarded on the basis of the most economically advantageous compliant tender, using a MEAT (Most Economically Advantageous Tender) approach. Qualitative award criteria are assessed first. The total maximum marks available is 10,000.
| Criterion | Weighting | Maximum Marks | Minimum Marks Required |
|---|---|---|---|
| Cost | 30% | 3,000 | N/A |
| Experience & Past Projects | 30% | 3,000 | 1,200 |
| Methodology & Understanding | 25% | 2,500 | 1,000 |
| Programme & Resourcing | 15% | 1,500 | 600 |
The lowest cost tender meeting all minimum qualitative requirements receives maximum cost score. Other tenders are scored proportionally. Qualitative criteria are scored using a band system from 1 (81%-100% - excellent) to 6 (0% - no response). A tie-break will favour the tender with the highest overall quality score, then the highest score on the highest weighted qualitative criterion.
6. Submission requirements
Tenders must be submitted electronically via the eTenders postbox facility on www.etenders.gov.ie only.
The submission must include:
- Tender Response Document (TRD): This mandatory document must be used without personalization or added branding.

8. Contract terms that matter
The contract duration is until completion of Stage 2, with optional continuation to Stages 3–5. Continuation is subject to funding availability and approval. The Contracting Authority may terminate the contract after Stage 2 or Stage 3 at its sole discretion, without penalty. Tenderers must price all stages (2–5). Award is subject to the successful tenderer agreeing to the stated Contract Terms and Conditions. If the primary awardee fails to deliver, the contract may be awarded to the next highest scoring tenderer. Contract management activities are non-billable.
9. Risks, red flags & unusuals
The indicative budget of €70,000 for a multi-stage design and tender process appears low, potentially indicating a high risk of the contract being terminated after Stage 2 or Stage 3 due to funding constraints or cost considerations. The significant termination options after Stage 2 or Stage 3, at the Contracting Authority's sole discretion, mean that tenderers are pricing for work that may not be fully commissioned. Tenderers must price all stages (2–5) regardless of these break clauses. The evaluation is based on the total price for all stages, despite the termination possibilities.
10. SME fit assessment
This tender is structured to allow participation by Small and Medium Enterprises (SMEs). SMEs are explicitly encouraged to form relationships with other SMEs or larger enterprises to meet financial, economic, or technical capacity requirements. Consortiums or joint ventures are permitted, but a successful grouping will need to establish legal personality before contract award. The bid preparation effort is likely moderate, focusing on demonstrating past experience and a clear methodology, rather than extensive technical proposals for physical works. The low indicative budget and termination options suggest a project that may be suitable for smaller firms or those looking to gain experience in public realm enhancement, but with the caveat of potential early termination. The Pwin signal is neutral; there is no indication of an incumbent or a specific firm being favoured.
