2. Scope of Work
The contract requires the undertaking of track upgrade works at Youghal Greyhound stadium. The works involve the complete removal and replacement of the racing surface. The contractor will be responsible for the removal of all existing silica sand and terram, with the silica sand to be transferred to an on-site area. The terram will be disposed of.
Following surface removal, the contractor must "ruffle" the existing drainage stone. Subsequently, 4 inches of new drainage stone will be laid. A new layer of terram will be installed, followed by 4 inches of coarse rabbit sand. The previously removed silica sand will then be relayed on top.
In addition to the surface works, the contract includes the cleaning of the existing drain located on the infield of the track. A new drain is also to be inserted into the infield to ensure clear drainage.
The entire scope of works on the racing circuit must be completed within a two-week period, as the track is scheduled for closure during this time. Upon completion, the track must be returned to a condition suitable for racing.

9. Risks, red flags & unusuals
The estimated value of €50,000 is significantly lower than the stated average annual turnover requirement of €350,000. This discrepancy suggests either a potential error in the metadata or that the turnover requirement is a standard clause applied broadly across tenders, with the actual expectation for this specific project being lower. Tenderers should clarify this if bidding. The contract is below EU thresholds, meaning full EU procurement directives do not apply, but DPER Circular 10/14 is followed. The tender documents are provided on a strictly confidential basis.
10. SME fit assessment
This tender is likely suitable for small to medium-sized enterprises (SMEs) with specific expertise in civil engineering, groundworks, and sports surface construction. The key requirement is the ability to meet the stated insurance and turnover thresholds, which, as noted, appear disproportionately high for the €50,000 estimated value. Consortium bidding is permitted, allowing smaller firms to combine resources and expertise. Sub-contracting is also allowed. The bid preparation effort would involve understanding the specific groundworks and drainage requirements, preparing a detailed pricing schedule, and completing the various declarations. The Pwin signal is neutral as no incumbent or previous winner is mentioned.

Original notice text
The proposed works at Youghal include removing all the silica sand and transferring it to an area onsite then remove the terram and dispose of. The next part is to ruffle the existing drainage stone and the lay 4 inches of drainage stone and put down new teram and lay 4 inches of coarse rabbit sand on top of the teram and then relay the silica sand previously removed. This work would have to be done in a two-week period as we intend on closing the track during the works. We would also require the cleaning of the drain on the infield of the track and insert a drain in the infield to allow clear drainage.
