2. Scope of Work

This tender seeks to establish a multi-supplier Framework Agreement for the provision of external training services to Munster Technological University (MTU) staff. The framework will cover six distinct lots: Digital/IT Skills, Leadership, HR Support & Compliance, Personal Effectiveness, Professional Skills, and Communication & Presentation Skills. MTU intends to appoint up to a maximum of three providers per lot, provided suitably qualified and experienced tenderers exist.

The scope of services is defined by the indicative training categories and subject areas outlined in Appendix 1. Tenderers are expected to demonstrate expertise and delivery capability within the categories and subject areas they propose. MTU may also have other training requirements during the framework's lifetime, which may be met by panel members or through alternative procurement.

Key activities and requirements for successful providers include:

  • Training Delivery: Providing training across all MTU campuses (Cork and Kerry) and online.
  • Content Adaptation: Demonstrating the ability to adapt content for varying levels of digital competency and other specific needs.
  • Compliance: Adhering to GDPR and data protection legislation, and demonstrating commitment to equality, diversity, inclusion, and universal design principles.
  • Reporting: Providing attendance records, learner feedback, and post-course evaluation reports.
  • Quality Assurance: Implementing robust quality assurance and evaluation processes.
  • Insurance: Maintaining appropriate professional indemnity and public liability insurance.
  • Responsiveness: Ability to respond to ad hoc training requests throughout the contract period.
  • Sustainability: Evidence of environmental sustainability practices and social value initiatives.
  • Framework Operation: Contracts will be awarded via direct drawdown for orders valued at €3,000 (ex VAT) or less, or through a mini-competition among panel members for orders exceeding €3,000 (ex VAT). Quotes will be required for direct drawdown orders.

3. Background & buyer context

Munster Technological University (MTU) was established in January 2021 through the merger of Cork Institute of Technology and IT Tralee. It operates across six campuses in Cork and Kerry, serving over 18,000 students and 2,000 staff. This procurement aligns with MTU's strategic priorities to develop staff capabilities through high-quality learning and development initiatives. The programme aims to enhance leadership, professional and personal effectiveness, digital proficiency, compliance, and communication across the university. The funding for this project is provided through the Targeted Enhancement Fund (TEF) for the Technological Sector and Specialist Colleges. The university applies EU procurement principles to all its competitions, even for procurements below EU thresholds.

4. Eligibility & selection criteria

Tenderers must meet the following minimum eligibility and selection criteria to be considered for this framework:

  • Turnover requirement: Not specified for this tender.
  • Insurance:
  • Employer’s Liability Insurance (EL): €13.0m
  • Public & Products Liability Insurance (PPL): €6.5m
  • Professional Indemnity (PI): €2.6m
  • Certifications: Not specified for this tender.

Specific numbers of projects or value thresholds are not explicitly stated as mandatory pass/fail criteria, but experience will be assessed under "Relevant Experience & Organisational Capability" (scoring criterion).
  • Personnel: The quality of the delivery team will be assessed as a scoring criterion. Specific minimum experience levels for named roles are not specified as mandatory eligibility criteria.
