The N86 Road Improvement Scheme involves upgrading sections of the road from Ballynasare Lower to Ballinclare and from Doonore North to Ballygarret. The project aims to enhance road safety, improve traffic flow, and support regional development.

  • Road Construction: Widening and resurfacing of existing road sections to improve safety and capacity.

  • Traffic Management: Implementation of temporary traffic management systems during construction to minimize disruption.
  • Environmental Measures: Compliance with environmental protection standards, including noise and dust control.
  • Utilities Coordination: Coordination with utility providers for the relocation or protection of existing services.
  • Safety Features: Installation of safety barriers, signage, and road markings in accordance with IS EN 1317 standards.
  • Quality Assurance: Adherence to quality standards such as IS EN 206 for concrete works and EN 1871 for road markings.
  • Project Management: Regular progress reporting and coordination with Kerry County Council and other stakeholders.
  • Phased Implementation: The project may be divided into phases to manage resources and minimize impact on road users.

3. Background & buyer context

The N86 Road Improvement Scheme is part of Kerry County Council's strategic plan to enhance infrastructure and support economic growth in the region. The project aligns with national transport policies aimed at improving road safety and connectivity. A performance bond may be required, subject to the Suitability Assessment Questionnaire.

9. Risks, red flags & unusuals

The tender specifies a high turnover requirement (€10,000,000), which may limit the pool of eligible bidders to larger firms. The insurance requirements are also substantial, potentially excluding smaller contractors. The lack of detailed award criteria and scoring methodology introduces uncertainty in bid preparation. The project is contingent on compliance with environmental and safety standards, which may require specialized expertise.

10. SME fit assessment

This tender is suitable for large civil engineering firms with significant financial and operational capacity. Smaller firms may find the turnover and insurance requirements prohibitive. Consortium or sub-contracting arrangements are not explicitly mentioned, but may be necessary for smaller entities to participate. Bid preparation will likely require substantial effort, given the scale and complexity of the project. The presence of an incumbent is not specified, but the high barriers to entry suggest a competitive environment.
