10. SME fit assessment
This tender appears open to a wide range of engineering firms, given the lack of specific eligibility criteria. Small to medium-sized enterprises with experience in engineering consultancy and facilities management could credibly bid. Consortium or sub-contracting arrangements are allowed, as indicated by the joint venture application section. The bid-prep effort is moderate, likely requiring several days to compile necessary documentation and ensure compliance with submission guidelines. The absence of an incumbent or past winners suggests a potentially open competition.
