2. Scope of Work
This tender seeks to establish a multi-operator framework agreement for minor works valued under €50,000, covering construction, electrical, and mechanical disciplines. The framework will have a maximum duration of four years. University College Dublin (UCD) will operate this framework, with the potential for its wholly owned subsidiaries to also procure services. The framework is divided into three lots: Lot 1 for Construction Works, Lot 2 for Electrical Works, and Lot 3 for Mechanical Works.
Successful tenderers will be appointed as "Framework Members" for each lot. UCD will have the discretion to drawdown works through two mechanisms:
- Cascade: For projects under €10,000, UCD will contact the top-ranked Framework Members in order of their award score. The first-ranked member will be approached, and if unavailable or unable to meet requirements, the second, third, and fourth ranked members will be contacted sequentially. This cascade mechanism will be utilized for one-year periods, with the ranking order rotating annually.
- Mini-Competition: For projects between €10,001 and €50,000, all Framework Members for the relevant lot will be invited to provide a quotation. The contract will be awarded to the Framework Member submitting the most cost-effective quotation. Some projects may require short notice.

- Electrical Installation: Average annual turnover of €1 million arising from electrical installation works.
- Insurance:
- Professional Indemnity Insurance: Minimum level of cover €1.5m per claim for Mechanical Installation; €1m per claim for Electrical Installation. Maximum permissible excess is the greater of 2% of annual turnover or €5,000.
