2. Scope of Work

This tender seeks to establish a multi-operator framework agreement for minor works valued under €50,000, covering construction, electrical, and mechanical disciplines. The framework will have a maximum duration of four years. University College Dublin (UCD) will operate this framework, with the potential for its wholly owned subsidiaries to also procure services. The framework is divided into three lots: Lot 1 for Construction Works, Lot 2 for Electrical Works, and Lot 3 for Mechanical Works.

Successful tenderers will be appointed as "Framework Members" for each lot. UCD will have the discretion to drawdown works through two mechanisms:

  • Cascade: For projects under €10,000, UCD will contact the top-ranked Framework Members in order of their award score. The first-ranked member will be approached, and if unavailable or unable to meet requirements, the second, third, and fourth ranked members will be contacted sequentially. This cascade mechanism will be utilized for one-year periods, with the ranking order rotating annually.
  • Mini-Competition: For projects between €10,001 and €50,000, all Framework Members for the relevant lot will be invited to provide a quotation. The contract will be awarded to the Framework Member submitting the most cost-effective quotation. Some projects may require short notice.

Specific activities within each lot include:

  • Lot 1: Construction Works:
  • Office and teaching space upgrades and renovations.
  • Façade and roofing remedial works.
  • Toilet and bathroom refurbishments.
  • Space alterations.
  • Joinery installations.
  • Light external works.
  • Disciplines include carpentry/joinery, partitions and drylining, fireproofing, plastering (internal and external), painting and decorating, floor laying, wall and floor tiling, bathroom cubicles, glazing, and various ceiling types.
  • Provision of attendances to mechanical and electrical contractors may be required.
  • Emergency mobilisation for issues like serious water ingress or health & safety concerns.
  • Contractors may be required to operate as part of a multidisciplinary team and potentially provide a lead coordination role for mechanical and electrical contractors.
  • Contractors must perform the Project Supervisor Construction Stage (PSCS) role and be qualified to do so, managing all Health & Safety requirements, including risk-assessed method statements (RAMS), pedestrian and traffic management plans, and safe plans of work.
  • Lot 2: Electrical Works:
  • Upgrade and installation works to educational, residential, and auxiliary electrical services.
  • Predominantly standalone electrical services refurbishment, minor works, and maintenance.
  • Works will vary in value up to €50,000.
  • Lot 3: Mechanical Works:
  • Upgrade and installation works to educational, residential, and auxiliary mechanical services.
  • Predominantly standalone mechanical services refurbishment, minor works, and maintenance.
  • Works will vary in value up to €50,000.

The framework agreement does not guarantee a specific quantity of works and UCD reserves the right to procure services outside of the framework if it offers better value for money.
