3. Background & buyer context

This procurement aligns with the university's research and operational needs, likely within its marine or environmental science departments. The specific project name, "HEREG," suggests a connection to a research group or initiative focused on environmental monitoring. The tender documents indicate the university is located at Port Road, Letterkenny, Co. Donegal, and also references a contact in Galway for the Marine and Freshwater Research Centre, suggesting the equipment may be deployed or managed from either location. Request for Tenders for the Provision of the Supply and Delivery of a HEREG - Passive Acoustic Monitoring Array JUSTIFICATION FOR USING ACCELERATED PROCEDURE: 1. This is a re-tender of a previous competition under CFT number 8301076, which yielded no complaint tenders. Due to this delay the ATU faces an unforeseen state of urgency. 2. The project must be completed and HEREG funding fully drawn down before strict financial year-end deadline 31st Dec 2026. Applying the standard minimum time limits would render project delivery impossible within the mandatory funding timeframe.
