3. Background & buyer context

Longford County Council is procuring these bridge remediation works under "Longford County Council Bridge Remediation Works 2026 Contract 2". This procurement follows a previous contract, indicated by "Contract 2". The tender documents reference a previous invitation to tender dated 19/11/2021 for bridge maintenance, suggesting an ongoing programme of infrastructure upkeep. The specific bridges identified for rehabilitation are Tipper Bridge, Kilshruley Bridge, and Lissameen Lane Bridge. The estimated value of €250,000.00 suggests a project focused on specific repairs rather than a comprehensive overhaul of multiple large structures.

  • Turnover requirement:

9. Risks, red flags & unusuals

The estimated value of €250,000.00 for a contract requiring 22 previous projects of similar nature and complexity is a significant red flag. This suggests a potential mismatch between the scale of the required experience and the contract value, possibly indicating an incumbent advantage or a very specific niche requirement. The absence of a defined contract length or start date, coupled with a submission deadline in July 2026, implies a long lead time or potential for significant delays in project commencement. The detailed Bills of Quantities (BoQ) in the "Tipper Bridge.xlsx" file indicate a prescriptive approach to the works, which may limit innovation from bidders.

10. SME fit assessment

This tender is likely to be challenging for Small and Medium-sized Enterprises (SMEs) due to the stringent experience requirement. Bidders must demonstrate a minimum of 22 previous similar projects with Certificates of Satisfactory Execution. This level of documented past performance is typically held by larger, more established firms in the civil engineering and construction sector.

  • Who can credibly bid: Established civil engineering contractors with a proven track record in bridge maintenance and remediation, capable of demonstrating 22 prior projects of comparable scale and complexity.
  • Consortium or sub-contracting: Not explicitly stated if consortium bidding is permitted. Sub-contracting is likely allowed for specific elements, but the primary contractor must meet the experience criteria.
  • Indicative bid-prep effort: Significant. Compiling 22 detailed project references with certificates, alongside a comprehensive pricing schedule, will require substantial effort, likely several weeks of dedicated work.
  • Pwin signal: The requirement for 22 previous projects strongly suggests a preference for established firms. If an incumbent has successfully completed previous contracts for Longford County Council, they may have an advantage in readily providing the required documentation. The relatively low estimated value against the high experience bar could indicate a niche requirement or a desire for a specific, proven contractor.
