The project aims to reverse the decline of Ireland's high-status rivers through catchment management measures.
The existing system comprises:

- A web-based management dashboard.
- A Flutter mobile application designed for field use and offline data collection.
The contractor will be responsible for the ongoing operation and maintenance of this system. Specific activities, as detailed in Appendix 1, include:
- System Operation: Ensuring the continuous availability and performance of the backend, dashboard, and mobile application.
- System Maintenance: Implementing bug fixes, security patches, and performance enhancements.

The project is part of a wider initiative to address pressures on high-status rivers, particularly those related to agriculture. The Waters of LIFE project involves multiple partners, including the Local Authority Waters Programme (LAWPRO), Teagasc, and the Environmental Protection Agency (EPA). The system is used to capture, manage, and report data for a pilot agri-environmental programme, which includes a results-based payments scheme.
The maximum value of the Services Contract is capped at €80,000 (excluding VAT) over its term, including any extensions. No guarantee is provided regarding the actual volume of services required.
