9. Risks, red flags & unusuals

Potential risks and concerns include:

  • The turnover requirement of €100,000 may limit participation from smaller firms, potentially favouring incumbents.
  • The absence of specified geographic constraints may lead to a wider pool of bidders, but the lack of clarity could also result in varied interpretations of eligibility.
  • The tight timeline for submission and evaluation may pose challenges for bidders to prepare comprehensive proposals.
  • The requirement for multiple certifications (ISO 9001 and ISO 14001) may exclude firms that do not meet these standards.

10. SME fit assessment

Small to medium-sized enterprises (SMEs) that can credibly bid for this tender typically possess:

  • Relevant experience in climate adaptation and road asset management.
  • The necessary certifications (ISO 9001 and ISO 14001).
  • A team of at least six technical and supervisory staff with relevant expertise.
  • The ability to provide competitive pricing while maintaining quality standards.

Consortium bidding is allowed, which may enable smaller firms to partner with others to meet the eligibility criteria. Preparation for the bid may require several days, depending on the complexity of the proposal. The presence of established firms in the sector may signal a competitive landscape, particularly if incumbents have a strong track record in similar projects.
