2. Scope of Work

This tender seeks a Subject Matter Expert (SME) to provide specialist advice and support for camera-based enforcement initiatives. The contract is for a duration of four years. The service provider will nominate an individual to act as the Camera Enforcement SME on a part-time basis. The estimated value of the contract is €829,000.00.

The Authority has been tasked to carry out camera-based enforcement initiatives that will support Action 6 of the Phase 2 Action Plan 2025-2027 of Ireland’s Government Road Safety Strategy 2021-2030. Furthermore, the National Safety Camera Strategy published by the Department of Transport in April 2026 identified a partnership between the Authority, Transport Infrastructure Ireland (TII) and An Garda Síochána (AGS) as the preferred option for delivering camera enforcement going forward. To support the Authority in the performance of its work in the delivery of Action 6, and to fulfil its role within the National Safety Camera Strategy, the Authority proposes to engage the services of a suitably qualified and experienced Subject Matter Expert (the “Camera Enforcement SME”). The Service Provider may be an individual, company, partnership or consortium. The Service Provider will be expected to identify and nominate an individual to be the Camera Enforcement SME to undertake the role required by the Authority on a part-time basis. The contract duration will be for 4 years with a maximum contract value of€1,520,640.
