9. Risks, red flags & unusuals

The contract's estimated value is close to the EU Services Threshold, which may limit the pool of bidders. The requirement for a minimum turnover of €70,000 could be a barrier for smaller firms. The geographic focus on the DACH market may favour firms with existing operations or partnerships in the region. The contract's reliance on annual budget availability introduces potential funding risks.

10. SME fit assessment

This tender is suitable for small to medium-sized enterprises with experience in MICE event management, particularly those with operations in the DACH market. Firms should have the necessary insurance cover and a turnover of at least €70,000. Consortium bids or sub-contracting are not explicitly mentioned, suggesting a single-entity approach. Bid preparation is likely to require several days, given the need for detailed case studies and compliance documentation. The presence of an incumbent is not specified, but the contract's structure suggests a competitive opportunity for new entrants.
