2. Scope of Work
This tender seeks to establish a multi-party framework agreement for minor building works on residential properties within Tipperary County Council's remit. The framework will cover a range of construction activities, with individual contract values typically ranging from €25,000 to €400,000. The aggregated value of all jobs under the framework over its potential four-year duration is estimated to be between €1,000,000 and €12,500,000.
The scope of works encompasses a broad spectrum of minor building and maintenance tasks for residential properties. Specific activities include, but are not limited to:
- General Repairs and Maintenance: Addressing wear and tear, minor structural issues, and routine upkeep of residential buildings.
- Renovations and Refurbishments: Undertaking upgrades and improvements to existing residential units.
- Minor New Works: Potentially including small extensions or modifications to existing structures.
- Health and Safety Compliance: Ensuring all works are carried out in accordance with the Safety, Health and Welfare at Work Act 2005 and associated Construction Regulations 2013. This includes the applicant's role as Project Supervisor for the Construction Stage (PSCS) where applicable.
- Quality Assurance: Implementing measures to ensure the quality of workmanship and materials used.
- Site Management: Managing all aspects of the construction process on site, including coordination with other parties and adherence to project timelines.
The framework is structured to allow Tipperary County Council to procure specific works through mini-competitions among the appointed framework contractors. The duration of the framework agreement is initially set for two years, with an option for two successive twelve-month extensions, providing a potential total term of four years.
3. Background & buyer context
This procurement exercise by Tipperary County Council aims to establish a flexible and efficient mechanism for delivering minor building works on residential properties. The establishment of a multi-party framework agreement is intended to streamline the procurement process for these types of works, ensuring timely access to qualified contractors. This approach aligns with broader public sector objectives for efficient procurement and resource management in housing maintenance and minor works. The framework is designed to provide a pool of pre-vetted contractors, reducing the administrative burden and lead time associated with individual tender processes for smaller projects. The specific context of residential properties suggests a focus on domestic building standards and requirements.
