2. Scope of Work
This tender seeks to establish a Framework Agreement for Construction Design Professional Services (CDP) to support the Pyrite Remediation Scheme. The Housing and Sustainable Communities Agency (Housing Agency), acting under the Pyrite Resolution Act 2013 and at the direction of the Pyrite Resolution Board (PRB), will engage qualified CDP companies and practices. These services are essential for the remediation of dwellings identified as qualifying for remediation by the PRB.
The Framework will comprise a maximum of 8 participant CDP companies/practices. These selected entities will be required to provide specialist skills, either through their own resources or by utilising sub-consultants. The scope of services includes:
- Surveying: Conducting detailed site surveys to assess the extent and nature of pyrite-related damage in qualifying dwellings.
- Testing: Performing necessary tests to confirm the presence and severity of pyrite in construction materials.
- Design: Developing detailed remediation designs and specifications in accordance with Irish Standard 398 Part 1 and Part 2 (I.S. 398). This includes preparing all necessary technical documentation for the remediation works.
- Inspection: Providing on-site inspection and supervision during the remediation works to ensure compliance with designs and standards.
- Certification: Certifying the satisfactory completion of remediation works, confirming that dwellings meet the required standards for habitation and safety.
- Project Management: Acting as Project Supervisor Design Process (PSDP) where required, ensuring compliance with health and safety regulations during the design phase.
- Specialist Skills: Providing specific technical expertise as required for the remediation, which may include structural engineering, materials science, and building surveying.
The Framework Agreement is intended to cover a period of 2 years, with the option for the Housing Agency to extend it for a further 2 years, making a maximum potential duration of 4 years. The services will be called off from the Framework as needed for individual remediation projects.
3. Background & buyer context
The Housing and Sustainable Communities Agency (Housing Agency) is procuring these services under the authority of the Pyrite Resolution Act 2013. This legislation empowers the Agency to act on the direction of the Pyrite Resolution Board (PRB) to manage the remediation of dwellings affected by pyrite. The current procurement is driven by the ongoing need to address pyrite contamination in residential properties across Ireland, a significant issue impacting homeowners. The establishment of this Framework Agreement is a strategic step to ensure a readily available pool of qualified professionals to efficiently manage and execute the remediation process for identified qualifying dwellings. This initiative aligns with government policy to address defective housing and protect public health and safety.
