The final award will likely consider a combination of technical merit and price, with a strong emphasis on the bidder's ability to meet stringent health and safety requirements.

8. Risks, red flags & unusuals
The tender places a significant emphasis on health and safety competence, with detailed requirements for both the Contractor and PSCS roles. The pass/fail nature of these criteria means that any bidder not meeting these stringent health and safety standards will be disqualified, regardless of their technical or commercial offering. The requirement for specific appendices (B1, B2, B3) and the detailed structure for Safety Statements indicates a need for meticulous preparation of submission documents. The absence of an estimated value means bidders must assess the project's scale based on the detailed scope and their own experience.
9. SME fit assessment
This tender is likely suitable for established small to medium-sized enterprises (SMEs) with a strong track record in general construction and a demonstrable commitment to health and safety compliance.
- Who can credibly bid: SMEs with a turnover of at least €4.5 million per annum in general construction, holding the required insurance levels, and possessing robust ISO 45001 certified safety management systems. Bidders must also have personnel with at least 10 years of experience in key management roles (Project Director, Contracts Manager, H&S Manager) and a proven history of managing health and safety effectively on similar projects.
- Consortium/Sub-contracting: The metadata does not explicitly state whether consortium bids or sub-contracting are permitted. However, the turnover requirement applies to members of a consortium.
- Indicative bid-prep effort: Given the detailed health and safety documentation required, including specific appendices and safety statements, bid preparation effort is likely to be substantial, potentially requiring 10-20 days of focused work for a well-prepared SME.
- Pwin signal: The tender is open, but the detailed health and safety requirements and the pass/fail nature of these criteria may act as a filter. Bidders with a strong, auditable safety culture and management system will have a significant advantage. The absence of an estimated value makes it harder to gauge the scale and potential competition.
