- Compliance: All works must comply with relevant Irish building regulations, health and safety standards, and specific project specifications.
3. Background & buyer context
This procurement is for essential upgrades to the Emergency Department at Beaumont Hospital, a major acute hospital in Dublin. The project addresses the need for expanded capacity and improved facilities within a critical healthcare setting. While specific policy drivers are not detailed, such projects typically align with national healthcare infrastructure plans and the operational requirements of a busy emergency department. The tender documents do not mention an incumbent contractor for these specific works.
4. Eligibility & selection criteria
Bidders must meet the following minimum requirements to be considered:
- Turnover requirement:
- Yearly turnover arising from General Construction work: €4.00 million.
- If a consortium bids, at least one contractor member must have a minimum average turnover of €3 million.
- Insurance:
- Public Liability Insurance: Minimum €6,500,000.00 per event.
- Employer's Liability Insurance: Minimum €13,000,000.00 per event.
- Professional Indemnity Insurance: Minimum €6,500,000.00 annual aggregate limit.
- Certifications: Not specified for this tender.
- Past experience: Bidders must provide a list of completed projects similar in nature and complexity to the works required. The template allows for up to 22 projects. Certificates of Satisfactory Execution are required.
- Personnel: CVs for management and personnel are required, detailing education, professional qualifications, and relevant experience. Specific minimum years of experience for named roles are not explicitly stated in the provided extract but are implied by the CV template structure.
- Geographic / facility constraints: Not specified for this tender.
5. Award criteria & scoring
The award criteria and scoring mechanism are not detailed in the provided extract. Typically, public sector tenders in Ireland are awarded based on the Most Economically Advantageous Tender (MEAT), which balances price and quality. The specific weighting between price and quality, and the sub-criteria for quality assessment, would be detailed in the full tender documentation.
6. Submission requirements
Bidders are required to submit the following:
- CVs: Template Curriculum Vitae for Management (Appendix X 3.4a) and Personnel (Appendix Y 3.4b) are provided. These CVs should detail qualifications and relevant project experience.
- Previous Works List: Appendix B1 (List of Previous Works Projects) must be completed, detailing up to 22 completed projects with corresponding Certificates of Satisfactory Execution.
- Insurance Undertaking: A Letter of Undertaking from a surety company (Appendix D2-QW2) confirming the ability to provide a performance bond.
- Banker's Letter: A Banker's Letter (Appendix C) confirming banking relationships and facilities.
- Pricing Schedule: Not explicitly detailed in the extract, but a pricing submission is mandatory.
- Declarations: Not explicitly detailed in the extract, but standard declarations (e.g., ESPD, Bona Fides, Tax Clearance, Conflict of Interest) are typically required.
- Submission Portal: Submissions are to be made via the eTenders platform. Specific format rules would be detailed in the full tender documents.

9. Risks, red flags & unusuals
The tender documents provide detailed ironmongery and door schedules, indicating a significant focus on the supply and installation of these components. The extensive lists of specific door sets and hardware suggest that a detailed understanding of these elements is crucial. The requirement for a performance bond, with a letter of undertaking from a surety, is a standard but significant contractual requirement. The absence of a stated contract length or go-live date in the provided metadata is unusual for a tender of this value and complexity.
10. SME fit assessment
This tender is likely best suited for established construction firms with experience in healthcare or complex refurbishment projects. The turnover requirement of €4 million average annual turnover suggests that small businesses operating below this threshold would not be eligible unless they form a consortium.
- Consortium Bidding: Consortium bidding is permitted, provided at least one member meets the €3 million average turnover threshold. This allows smaller firms to participate by partnering with larger entities.
- Bid-Prep Effort: Significant effort will be required to compile the detailed project lists, CVs, and insurance documentation. The extensive door and ironmongery schedules suggest a need for specialist input during the bidding phase. Estimating bid-prep time is difficult without full tender documents, but it would likely be several weeks for a comprehensive submission.
- Pwin Signal: The tender is for a specific hospital department, suggesting a focused scope. The detailed specifications for doors and ironmongery indicate a strong emphasis on product quality and compliance. Without information on previous bidders or incumbent status, it is difficult to assess the Pwin.
