9. Risks, red flags & unusuals
The tender does not guarantee any contract awards to panel members, which may limit financial predictability for bidders. The requirement for a high level of insurance coverage could be a barrier for smaller firms. The open-ended nature of the panel, allowing applications at any time, may lead to uncertainty about competition levels. The absence of guaranteed expenditure under the panel could affect financial planning for potential bidders.
10. SME fit assessment
This tender is suitable for SMEs with experience in delivering training to micro and small enterprises. Firms should have a turnover exceeding €20,000 and be able to meet the insurance requirements. Consortium or sub-contracting is allowed, but a single point of contact must be appointed. Bid preparation may require several days, given the need for detailed examples and compliance with submission formats. The presence of an incumbent is not specified, suggesting a potentially open field for new entrants.
