2. Scope of Work
This tender seeks providers for two distinct service lots: Crisis Management Support Services and Event Management Services, nationwide in the Republic of Ireland. The contract is expected to commence in November 2026, with an initial term of two years, extendable for two further 12-month periods, up to a maximum of four years. Tenderers can bid for one or both lots, with each lot evaluated and awarded independently.
Lot 1 – Crisis Management Support Services: The objective is to provide consultancy services to coordinate the public transport response to crises or emergencies impacting one or more NTA public transport networks. The NTA manages coordination when a crisis affects multiple operators. The CEO of the NTA determines when the NTA Crisis Management Plan is activated.
Key activities include:
- Plan Review and Development: Reviewing, advising on content, and drafting updates for the NTA Crisis Management Plan.
- Operator Plan Assessment: Reviewing transport operators' Emergency and Severe Weather Management Plans and advising NTA contract managers on their suitability.
- National Framework Alignment: Supporting NTA roles within the National Emergency Framework for Emergency Management.
- Exercise Facilitation: Arranging desktop and live emergency exercises involving the NTA and transport operators.
- Risk Mitigation: Advising on crisis management situations and identifying mitigation measures.
- Stakeholder Engagement: Attending meetings with the NTA, Department of Transport, transport operators, An Garda Síochána, and other emergency services.
- Post-Crisis Review: Reviewing lessons learned after a crisis, documenting them, and recommending amendments to relevant plans.
Personnel for Lot 1 must be available at short notice to attend meetings in Dublin or other crisis management locations in Ireland.
Lot 2 – Event Management Services: This lot requires consultancy services to advise on, agree, and coordinate public transport support for major music, sporting, cultural, and other events across Ireland. This involves collaboration with NTA teams, event organisers, local authorities, and An Garda Síochána.
Key activities include:
- NTA Representation: Representing the NTA in proposals for major event transport management.
- Licensing Consultation: Advising local authorities and applicants on outdoor event licensing as a prescribed NTA body.
- Risk Assessment Review: Commenting on risk assessments submitted by major event licence applicants.
- Stakeholder Collaboration: Working with stakeholders to understand event impacts on public transport and identify transport needs.
- Transport Plan Development: Collaborating with public transport operators (e.g., Dublin Bus, Irish Rail, Bus Éireann, Go-Ahead Ireland, Luas operator) to develop suitable transport plans.
- Service Augmentation: Documenting additional public transport services required by the NTA to support events and associated costs.
- Event Monitoring: Monitoring or attending events to ensure agreed measures for minimising impact on scheduled services and facilitating safe entry/exit for public transport and taxi users (including those with specific mobility needs) are implemented.
- Plan Review Support: Responding to requests for comments on proposed transport plans for future events, focusing on impacts on scheduled services.
- Meeting Attendance: Attending consultation or information meetings before or during events.
- Post-Event Feedback: Providing feedback and lessons learned from post-event reviews.
Personnel for Lot 2 must be available for meetings (online, Dublin, or other Irish locations) and potentially attend events, depending on scale and NTA decision. The list of events in Appendix VI provides a guide to typical scale and location. The number and scale of events may increase or decrease.
3. Background & buyer context
The National Transport Authority (NTA) is a statutory non-commercial body operating under the Department of Transport, established by the Dublin Transport Authority Act 2008 and expanded by the Public Transport Regulation Act 2009. Its remit covers national public transport service procurement, integrated ticketing, network development, licensing, rural transport, infrastructure, branding, taxi regulation, and strategic planning, particularly in the Greater Dublin Area. The NTA also undertakes non-statutory functions such as planning and funding sustainable transport projects in regional cities, administering workplace travel programmes, managing green travel initiatives, and providing accessibility funding. The Authority is governed by a Board appointed by the Minister for Transport. This procurement is driven by the NTA's need for expert support in managing the complexities of public transport during major events and in responding to unforeseen crises. The contract is expected to commence in November 2026.
