2. Scope of Work

Moate Town Team CLG seeks the supply, delivery, commissioning, and handover of one electric utility vehicle. This vehicle is intended for community maintenance, environmental improvement, and public realm works within Moate and its surrounding areas. The procurement and subsequent contract award are contingent upon the availability and approval of funding from the Town and Village Renewal Scheme 2025 and associated grant conditions.

The core requirements for the electric utility vehicle include:

  • High-Capacity Towing: The vehicle must be legally capable of towing a trailer with a minimum Gross Trailer Weight (GTW) of 2,000 kg on public roads, adhering to all applicable Irish and EU road traffic legislation. It must also be capable of towing up to 4,500 kg on private lands and off-road environments where manufacturer-approved.
  • Cargo Carrying: The vehicle must accommodate a water tank assembly with an approximate operating weight of 1,000 kg, along with a driver, passenger, tools, equipment, and materials for community maintenance operations. This requires a payload capacity sufficient to manage this load without exceeding manufacturer operating limits, particularly considering a high centre of gravity when the water tank is full.
  • Safety and Stability: Tenderers must demonstrate how the proposed vehicle will operate safely with the specified water tank assembly. This includes providing details on:
  • Vehicle payload capacity.
  • Gross Vehicle Weight Rating (GVWR).
  • Axle load capacities.
  • Towing capacities (on-road and off-road).
  • Stability characteristics.
  • Suspension and braking system specifications.
  • Standard anti-roll, anti-sway, or stability control systems.
  • Any necessary upgrades or modifications (e.g., additional safety equipment, suspension enhancements, chassis modifications) to safely accommodate the water tank and load. These upgrades must be included in the tendered price and clearly identified.
  • Compliance and Documentation: The vehicle must comply with the technical specification and minimum requirements detailed in the tender documents, including all associated safety equipment, accessories, and modifications. The successful tenderer must supply a fully operational vehicle, provide all relevant certification and documentation, and deliver the vehicle to the specified location.
  • Contract Management: A dedicated contract manager must be nominated to act as the primary point of contact, responsible for overall contract delivery and maintaining a good working relationship. Contract management activities are non-billable.

3. Background & buyer context

Moate Town Team CLG is the contracting authority for this procurement. The initiative aligns with the Town and Village Renewal Scheme 2025, indicating a strategic focus on community development and infrastructure improvement within Moate. The procurement is driven by the need for a specific piece of equipment to support community maintenance and environmental enhancement projects. The vehicle's intended use for public realm works suggests it will be a visible asset contributing to the town's upkeep. The tender documents do not mention an incumbent supplier for this specific vehicle.

4. Eligibility & selection criteria

Bidders must meet the following minimum requirements to be considered:

  • Turnover requirement:
  • Confirmation of the tendering economic operator's turnover for each of the last three years.
  • Firms established more recently must have been in existence for at least 6 months.
  • Financial standing must demonstrate the capacity to pay debts as they fall due, evidenced by a current statement of assets and liabilities.
  • Insurance: Confirmation of the following insurances being in place:
  • Employer’s Liability: €13m
  • Public Liability: €2.6m
  • Product Liability: €6.5m
  • Professional Indemnity: €1m
  • Environmental Liability Impairment (EIL): Industry standard (if risk of gradual pollution/contamination exists).
  • Cyber Liability: Industry standard.
  • Other relevant insurances: Industry standard, if applicable.
  • Certifications: Not specified for this tender.
  • Past experience: Not explicitly stated as a minimum number of projects, but tenderers must provide evidence of financial and technical capacity. References are required and form a pass/fail criterion.
  • Personnel: A dedicated contract manager must be nominated. Key personnel assigned to the contract may be required to attend a verification meeting. Specific experience requirements for personnel are not detailed beyond the contract manager role.
  • Geographic / facility constraints: The vehicle is for use within Moate and its environs. No specific geographic constraints are placed on the bidder's location or facilities, beyond the need for after-sales support to be reasonably accessible from Moate.

5. Award criteria & scoring

The contract will be awarded based on the Most Economically Advantageous Tender (MEAT), determined by a combination of cost and qualitative criteria. The overall weighting is 80% for Cost and 20% for Qualitative aspects.
