2. Scope of Work
This tender seeks to establish a multi-supplier framework agreement for the provision and management of laundry services, including the hire of linen, workwear, curtains, miscellaneous items, and dust mats, for the Irish public sector. The estimated aggregate expenditure over the framework term is €120 million (excluding VAT). The services are divided into two lots.
Lot 1: Health Sector This lot covers the provision and management of laundry linen rental services (drop and collect, or fully managed) for the Irish health sector. Services include:

The health sector encompasses the Health Service Executive (HSE), HSE Acute Hospitals, HSE Community Healthcare Organisations (CHOs), Section 38/39 organisations, Department of Defence Military Hospitals, and other HSE-designated organisations. This lot is restricted to providers accredited to EN14065 RABC standards. The estimated annual value for Lot 1 is €27,000,000.

The estimated annual value for Lot 2 is €3,000,000.
Framework members will be appointed to each lot. Future service contracts will be awarded through mini-competitions conducted by framework clients.
3. Background & buyer context
This procurement is being conducted by the Office of Government Procurement (OGP) on behalf of the Minister for Public Expenditure, Infrastructure, Public Service Reform and Digitalisation. The OGP acts as a central purchasing body for the Irish public service. The framework aims to consolidate and streamline the procurement of laundry and linen services across various public sector entities, including government departments, local authorities, health sector organisations, educational institutions, An Garda Síochána, the Irish Prison Service, and the Defence Forces. The estimated aggregate expenditure of €120 million over four years indicates a strategic effort to achieve economies of scale and standardisation in this service area. The tender also seeks to promote Responsible Business Conduct (RBC), including environmentally friendly services and supply chain mapping.
