2. Scope of Work
This procurement seeks to establish a multi-party framework agreement for the supply of grass and turf maintenance mowers. The primary use is for racecourse maintenance, encompassing tracks, inside tracks, grounds, car parks, public areas, and associated facilities. The framework will support the maintenance of high-quality turf surfaces and general grounds maintenance.
The scope includes the supply of new mowers with all necessary accessories. This encompasses delivery, commissioning, operator training, servicing, warranty, and after-sales support. The framework does not guarantee a minimum purchase volume. Additional purchases may involve trade-ins.
The framework covers the following mower types:
- Tractor Mounted and Towed Mowers: Suitable for professional/commercial and large area grass maintenance. Indicative types include Flail, Gang, Rotary, and Cylinder mowers. Minimum requirements include compatibility with standard tractors, robust construction, adjustable cutting height, suitability for uneven ground, easy attachment/detachment, compliance with EU regulations, and availability of spare parts and servicing.
- Ride-On Mowers: For professional and commercial turf management. Indicative types include Zero turn and professional commercial ride-on mowers. Minimum requirements include commercial/professional grade, suitability for large areas, ergonomic operator design with safety features, adjustable cutting height/width, efficient fuel/power consumption, and availability of spare parts and servicing.
- Walk-Behind / Push Mowers: For detailing, smaller areas, and finishing work. Indicative types include walk-behind mowers, battery-powered, or petrol units. Minimum requirements include commercial/heavy-duty grade, durable construction, operator safety features, easy maintenance/blade replacement, suitability for facility areas, and availability of spare parts and servicing.
- Robotic Mowers: Autonomous robotic mowers for professional/commercial grass maintenance, capable of continuous or scheduled operation without direct operator control. Indicative types include boundary wire, GPS/RTK-guided, fleet-managed, or networked systems. Minimum requirements include commercial/professional grade for continuous operation, area capacity of ≥ 5,000 m² per unit per day, reliable navigation, programmable operation, safety/obstacle detection features, security features, efficient charging systems, weather resistance, consistent cutting performance, low noise levels, connectivity for remote monitoring, and easy blade replacement.
All mowers must comply with EU and Irish legislation, including CE marking. They must be suitable for professional commercial use, supplied with safety guards and manuals, and include a manufacturer warranty. Tenderers must detail fuel efficiency, emissions, availability of electric/low-emission models, and noise levels.
Training for a minimum of three individuals is required, covering full working knowledge and safety features. The tenderer must also be able to provide replacement parts and offer maintenance and servicing beyond the initial warranty period. The Contracting Authority reserves the right to inspect machines prior to purchase.
Delivery, unloading, and commissioning are the responsibility of the successful tenderer. The initial delivery address is Leopardstown Racecourse & Leopardstown Golf Centre, Foxrock, Co. Dublin; Fairyhouse Racecourse, Ratoath, Co. Meath; Navan Racecourse, Proudstown, Navan; and Tipperary Racecourse, Limerick Junction, Tipperary.
