2. Scope of Work

This tender seeks a single-party framework agreement for the provision of a complete Carbon Measurement and Management Interactive Learning Experience Solution. The framework will be established for an initial period of one year, with the option for up to three one-year extensions. The estimated total value of purchases under this framework ranges from €300,000 to €1,500,000 over its potential lifespan.

The initial solution must be fully delivered and accepted by the Contracting Authority by 30th November 2026, or as otherwise agreed. The scope encompasses the provision of a comprehensive interactive learning experience focused on carbon measurement and management. While specific deliverables are not detailed in the provided text, the framework agreement outlines the process for awarding Call-Off Contracts. These contracts will be issued by the Louth and Meath Education and Training Board (LMETB) and potentially other Education and Training Boards (ETBs) acting as Framework Clients.

Call-Off Contracts may be awarded by direct appointment to the successful Framework Member. In instances where the original tender competition did not fully address specific contract needs, a supplementary tender may be invited from the Framework Member. Each Call-Off Contract will be initiated via a Call-Off Request, which, upon execution by both parties, will form a legally binding contract. The Framework Member is obligated to supply the Goods or provide the Services as detailed in the Call-Off Request and the Framework Agreement's terms and conditions. The framework agreement also allows for the possibility of additional Call-Off Contracts for requirements that may arise during the framework period, which could include some or all elements of the initially described solution.

The framework agreement specifies that the maximum rates chargeable by the Framework Member will be fixed for the initial year and subject to review on subsequent anniversaries, with potential adjustments based on performance and market factors. The Framework Member is also required to nominate a contract manager to liaise with the Client.

3. Background & buyer context
