This includes analysing dwelling upgrades, commercial/public sector contributions, renewable energy suitability (using SEAI's LARES Sieve methodology where possible), and EV potential.
- Selecting suitable projects for years 1, 2, and 3, setting targets against baseline figures.
- Community Engagement:
- Organising a public information session for the EMP launch.
- Producing a 4-page professionally printed summary report for public dissemination.

9. Risks, red flags & unusuals
The most significant unusual aspect of this tender is the very low maximum budget of €20,000 including VAT for a project involving multiple energy audits (5 Ashrae Level 2, 3 Home Energy Assessments), extensive data analysis, community engagement, and the production of a comprehensive Energy Master Plan and roadmap. This budget is significantly below typical market rates for such a scope of work, particularly considering the requirement for registered energy auditors and professional report production. This suggests a potential risk of the scope being unachievable within budget, or a reliance on very low-cost delivery models. The tight timeline of nine months for this scope, coupled with the low budget, presents a challenge. The requirement for specific SEAI reporting formats and adherence to their programme also adds a layer of complexity.
10. SME fit assessment
This tender is likely suitable for small to medium-sized consultancies specialising in energy consultancy, sustainability, and community development. A viable bidder would need demonstrable experience in conducting energy audits, analysing energy data, and producing strategic plans for communities. The low budget suggests that larger, more established firms might find the financial return insufficient, potentially favouring smaller, agile consultancies or individuals with relevant expertise.
Consortium or sub-contracting is permitted, allowing smaller firms to pool resources or bring in specialist skills (e.g., registered energy auditors). The bid preparation effort is likely moderate, focusing on demonstrating relevant experience and a clear methodology within the constraints of the TRD and budget. The "Pwin" signal is unclear due to the low budget and lack of incumbent information, but the budget constraint itself may deter larger players, potentially increasing the win probability for a well-prepared SME.

The objective of this Request for Tender is to identify a suitably qualified and experienced consultant to carry out the necessary analysis and prepare an Energy Master Plan for the Parish of 1 Piercestown, County Wexford (Sustainable Energy Community: SEC). The Murrintown SEC includes the rural villages of Murrintown and Piercestown and the surrounding hinterland which collectively constitutes the Parish of Piercestown. The SEC area is located a few kilometres south of Wexford Town and has a population of2,028 people based on the 2022 census. There are a number of public sector organisations located in the Johnstown Castle Estate but we have excluded them from this study. This SEC is part of the SEAi network across Ireland which is designed to enable a better understanding of how communities use energy and how they can save energy across all sectors. The Network's core purpose is to catalyse and support a national movement of SECs operating in every part of the country. A SEC is a community in which everyone works together to develop a sustainable energy system. To do so, they aim as far as possible to be energy efficient, to use renewable energy where feasible and to develop smart energy solutions. A SEC can include all the different energy users in the community including homes, sports clubs, community centres, churches and businesses. Further information on the SEAi's SEC programme can be found at www.seai.ie/SEC/. The Energy Master Plan will need to include the following core activities: 1 An analysis of the SEC's baseline data within the 7 small area maps highlighted below using the SEAi tables to enable comparison across all SEC master plans nationally. o Residential Sector o Non-residential Sector o Transport Sector 2 Identify existing renewable energy sources embedded within the SEC. 3 Audits o Completion of 5 Energy Audits (Ashrae Level 2) for community facilities o Completion of 3 Home Energy Assessments o Energy Mapping focused on rural transport and active travel 3 Registration of Opportunities - list of potential projects for energy efficiency and renewable energy. 4 Select suitable projects for years 1, 2 and 3. Set targets against the baseline figures. 5 Allow periodic updating of the SEC energy status in order to track progress against the targets. 6 Community Engagement and launch of the EMP to include a public information session; 4 page summary report; and a short video suitable for sharing on social media. This project will be completed within a maximum of nine months from the signing of the project contract.
