  • Geographic constraint: The requirement for bidders to be within 100 km of Galway may limit competition.
  • High insurance requirements: The specified insurance coverage may be a barrier for smaller firms.
  • Complexity of works: The need for extensive demolition and alteration works within occupied spaces may pose logistical challenges.

10. SME fit assessment

This tender is suitable for small to medium-sized enterprises (SMEs) with experience in refurbishment projects. Viable bidders should have:

  • A proven track record in similar refurbishment works, ideally with experience in sports or public venues.
  • The capacity to meet insurance and certification requirements.
  • The ability to mobilize quickly and manage a project of this scale.

Consortium bidding is allowed, which may enable smaller firms to collaborate and meet the eligibility criteria. Bid preparation is estimated to require approximately 10-15 days, considering the complexity of the submission requirements. The presence of stringent eligibility criteria and the potential for an incumbent advantage may affect the probability of winning (Pwin) for new entrants.
