2. Scope of Work
This tender seeks to establish a multi-supplier framework for construction consultancy services for small and minor projects within University College Cork (UCC). The framework will enable UCC to procure consultancy services as needed over its duration. Services will be procured through individual "Services Contracts" awarded under the framework.
The scope of consultancy services is not exhaustively detailed in the provided documents but is understood to encompass a range of technical and project management support for construction activities. These services are intended for "small and minor projects" as managed by UCC's Buildings and Estates Office.
Key activities and areas of service, as inferred from the tender documentation, include:
- Project Management: Overseeing the planning, execution, and completion of construction projects. This includes managing timelines, budgets, and resources.
- Design and Technical Consultancy: Providing expertise in mechanical, electrical, and building services. This is evidenced by the detailed "M&E Design Guidance - Appendix A Checklist," which outlines extensive requirements for mechanical, electrical, building management, and metering strategies.
- Health and Safety: Ensuring compliance with all relevant health and safety regulations, including the development and adherence to permitting and safety documentation. The "CPO Guidance on Permit To Work for Contractors and Consultants" highlights the necessity of a formal permit-to-work system for all work undertaken on UCC lands.
- Compliance and Standards: Ensuring all projects adhere to the requirements of the Construction Works Management Framework (CWMF), client briefs, and relevant national and international standards (e.g., EN standards for manhole covers, ISO standards for medical gas pipeline systems).
- Reporting: Delivering accurate and timely fortnightly construction stage reports.
- Performance Measurement: Collating and providing data to demonstrate compliance with performance indicators as defined in the Performance Measurement Table.
- Permit to Work System: Contractors and consultants must understand and comply with UCC's Permit to Work (PTW) system, which is a formal written procedure for all work undertaken on UCC lands. This includes site operations, traversing UCC lands, executing work outside the agreed site, and tying into UCC utilities/services.
The framework is designed to cover projects that are typically small to minor in scale, implying a need for responsive and efficient consultancy support for a variety of building and estate maintenance, refurbishment, and minor new build activities across UCC's campus.
3. Background & buyer context
University College Cork (UCC) is procuring these construction consultancy services to establish a multi-supplier framework. This framework is intended to streamline the procurement of consultancy services for "small and minor projects" managed by its Buildings and Estates Office. The establishment of this framework aligns with UCC's ongoing management and maintenance of its extensive campus infrastructure.
The tender documents reference the Construction Works Management Framework (CWMF) on constructionprocurement.gov.ie, indicating that the procurement process adheres to national public procurement guidelines for construction-related services. The "CPO Guidance on Permit To Work for Contractors and Consultants" document, issued by UCC's Capital Projects Office, underscores the university's commitment to safety and operational management within its active campus environment, which accommodates over 25,000 staff, students, and visitors daily.
The need for a multi-supplier framework suggests a strategy to ensure a pool of qualified consultants is available to meet varying project demands efficiently. This approach aims to provide UCC with flexibility and access to specialized expertise for its diverse portfolio of small and minor construction projects.
