3. Background & buyer context

The Road Safety Authority (RSA) is a statutory body established in 2006 under the Road Safety Authority Act 2006. Its mission is to save lives and prevent injuries by reducing the number and severity of road collisions. The RSA is the lead agency for coordinating the Government's Road Safety Strategy (2021-2030), which aims to halve road deaths and serious injuries by 2030, with a Vision Zero ambition for 2050.

This procurement is to replace the existing Nationwide Road Safety Education Service (NRSES), whose contract is expiring. The NRSES was established in 2014 to deliver road safety programmes and events to schools, colleges, further education institutions, companies, and communities across Ireland. The service directly supports the delivery of actions within the current Government Road Safety Strategy. The RSA operates across multiple directorates, including Customer Operations, Technology, Platforms & Solutions, and Partnerships and External Affairs, all contributing to its road safety objectives.
