2. Scope of Work

The Office of Public Works (OPW) seeks a contractor to undertake the assessment of coastal erosion and develop National Coastal Erosion Hazard Mapping (NCEHM) for the coastline of Ireland. This work will align with the specifications outlined in Appendix 1 of the Request for Tenders (RFT) and utilise the methodology detailed in the OPW Coastal Erosion Hazard Mapping Technical Methodology Note (TMN). The estimated value for these services is €3,000,000 (excluding VAT) over a 24-month contract term, with potential for extensions.

The core activities for the successful tenderer include:

  • Coastal Erosion Assessment: Conducting a comprehensive assessment of coastal erosion across Ireland.
  • Hazard Mapping Development: Creating detailed hazard maps that identify areas vulnerable to coastal erosion.
  • Methodology Adherence: Strictly following the OPW Coastal Erosion Hazard Mapping Technical Methodology Note (TMN) for all aspects of the assessment and mapping.
  • Spatial Data Quality: Ensuring all spatial data deliverables adhere to the standards set out in ISO 19157 – Geographic information – Data quality. This includes reporting on data quality as detailed in Annex D of ISO 19157.
  • Timeframe Projections: Mapping coastal erosion vulnerability for specific future periods: up to 2050, between 2050 and 2080, and between 2080 and 2130.
  • Data Capture: Utilising data captured between 2021 and 2023 for the mapping process.
  • Imagery Utilisation: Incorporating available Tailte Éireann vertical aerial imagery captured between 2000 and 2021 (inclusive).
  • Transect Requirements: Ensuring a minimum of three transects are provided for each individual coastal frontage.
  • Pathfinder Coastline Mapping: Mapping the "Pathfinder" coastline, which must be a minimum of 25 kilometres in length, with deliverables provided within specific timeframes:
  • Initial mapping within 9 months of the Commencement Date.
  • Further mapping deliverables within 18 months and 21 months of the Commencement Date.
  • Overall Project Completion: The entire NCEHM Project must be completed within 24 months of the Commencement Date.
  • Reporting: Providing a monthly progress report and updated programme a minimum of five working days prior to the end of each month.

3. Background & buyer context

This procurement is driven by the Office of Public Works' (OPW) need to establish a comprehensive understanding of national coastal erosion hazards. The project aligns with broader government objectives related to climate change adaptation and coastal management. The OPW, as the contracting authority, is responsible for flood risk management and coastal protection in Ireland. The development of National Coastal Erosion Hazard Mapping (NCEHM) is a strategic initiative to inform future policy, planning, and investment decisions regarding Ireland's coastline. The project's scope reflects a commitment to understanding and mitigating the impacts of coastal erosion, particularly in light of projected climate change scenarios. No incumbent provider is explicitly mentioned in the provided documentation.

4. Eligibility & selection criteria

Tenderers must meet the following minimum requirements to be considered for evaluation:

  • Turnover requirement: The tenderer must declare via the eESPD that their average annual turnover (exclusive of VAT) for each of the last three financial years (or since establishment if more recent) is equal to or exceeds €5,000,000 per annum.
  • Insurance: The successful tenderer must hold the following insurances for the term of the Services Contract:
  • Employer's Liability: €12.7 million limit for any one claim or series of claims arising out of a single occurrence.
  • Public Liability: €6.5 million limit for any one claim or series of claims arising from one single occurrence.
  • Professional Indemnity: €1,000,000 limit in the aggregate per insurance year.
  • Certifications: Not specified for this tender.
  • Past experience: Tenderers must demonstrate a minimum of ten (10) years of post-graduate experience, with a minimum of five (5) years undertaking an equivalent role on projects involving the production of coastal erosion hazard mapping and the application of coastal erosion hazard mapping methodologies.
  • Personnel: Not specified for this tender, beyond the experience requirement for the role.
  • Geographic / facility constraints: Not specified for this tender.
