2. Scope of Work
This procurement seeks a single-party framework agreement for the design, development, and delivery of Performance Management training to Oberstown Children Detention Campus. The overall objective is to establish a fit-for-purpose Performance Management system that supports the campus's vision of providing high-standard, rights-based, child-centered care, enabling the maximum potential of young people and employees. The training will focus on upskilling people leaders, with potential downstream work with employees.
The initial call-off contract involves:
- Focus Groups: Conducting one day of on-site focus groups with people leaders and employees to gather input on an effective Performance Management system. This includes providing pre-reading material and collating outcomes into a report with recommendations for collaboration with the HR team.
- Design Stage: Developing a branded, one-day workshop on managing performance at Oberstown. This includes:
- Contextualising training with global and public sector trends.
- An introduction by the Director.
- Defining "performance" within the Oberstown context.
- Exploring the role of leadership in Performance Management.
- Three 1.5-hour modules on key Performance Management components (e.g., "Holding effective Performance Conversations").
- A closing roadmap for implementation.
- Designing and printing a branded "Facilitators Guide" for Oberstown HR/L&D staff.
- Designing and printing an A5 "Roadmap for Effective Performance" reference document.
- Designing and printing A4 posters for workshop modules.
- Delivery:
- Delivering a pilot training workshop in November 2026, with amendments agreed post-review.
- Delivering training workshops between December 2026 and February 2027 to approximately 50 people leaders. This is estimated to require 14 days of delivery in total, with training conducted on-site at Oberstown Campus.
- Evaluating workshops using level 1 (reaction sheets) and level 2 (reflective documents).
- Providing "General Insights" from each workshop to the PM lead within five working days.
- Proposing a roadmap for deeper evaluation.
- Detailing a plan for continuous improvement of workshops during rollout.
- Knowledge Transfer: Training one member of the Oberstown HR team (1 day) to co-facilitate. Facilitator notes are also required.
- Additional/Call-Off Contracts: Potential for future contracts for ancillary, related, or similar services, such as additional workshops, training for new managers, or a train-the-trainer adaptation.
The framework agreement duration is three years. The initial call-off contract duration is two years, with an option to extend for one year.
3. Background & buyer context
Oberstown Children Detention Campus is Ireland's national facility for detaining young people remanded or sentenced by courts. Operating under the Children Act 2001 and the Department of Children, Equality, Disability, Integration and Youth (DCEDIY), its principal objective is to provide appropriate educational and training programmes for children, focusing on their health, safety, welfare, and wellbeing. The campus accommodates up to 40 boys and 6 girls, with an average daily occupancy of 39 young people in 2024, serving 120 young people over the year.
Oberstown is governed by a Board of Management appointed by the Minister for Children, Equality, Disability, Integration and Youth, overseeing strategic direction and delivery in line with the 2001 Act and national policy. The campus also plays a role in the Youth Justice Strategy 2021-2027, adopted by the Department of Justice.
This procurement is driven by Oberstown's strategic goal to introduce a fit-for-purpose Performance Management system. Current engagement mechanisms, such as practice supervision, are deemed insufficient. The initiative aligns with national policy and aims to enhance accountability, clarity of roles, alignment with the Oberstown strategy, and employee development to improve the quality of care for young people.
