2. Scope of Work
This tender seeks to establish a framework for the supply and installation of Intelligent Transport Systems (ITS) equipment. The framework agreement will cover construction work related to ITS equipment. Call-off contracts, awarded under this framework, may be for supply only or for a combination of supply and installation. The framework period is four years from the date of the Framework Agreement.
The scope of work for successful contractors will involve:
- Framework Agreement Participation: Contractors will enter into a Framework Agreement with Transport Infrastructure Ireland (TII).
- Call-Off Contracts: TII may procure ITS equipment and related services by awarding Call-Off contracts according to the framework rules. These contracts can be awarded through mini-competitions or, in specific circumstances, via direct award.
- Mini-Competitions: For mini-competitions, TII will issue written invitations to tender to all framework participants. These invitations will include a proposed Call-Off Contract and specify a time limit for tender submissions. Tendered rates and prices must not exceed those in the Pricing Document.
- Direct Awards: TII reserves the right to directly award Call-Off contracts under specific conditions, including:
- Where the estimated value of works is €500,000 or less, to the first-ranked participant from the framework award.
- Where only one participant is not subject to a conflict of interest.
- Where only one participant is capable of providing the required services due to technical reasons, interoperability, or exclusive rights.
- Where a mini-competition returns no tenders or only unsuitable tenders.
- For reasons of extreme urgency.
- Supply and Installation: Call-off contracts may involve the supply of ITS equipment, installation of this equipment, or both.
- Performance Measurement: Contractors must collate and provide data to demonstrate compliance with performance indicators listed in the Performance Measurement Table. This includes timely commencement of works, completion on time, good contract management, health and safety compliance, traffic management adherence, and timely provision of safety files and as-built documentation.
- Sustainability: The Contracting Authority may elect to utilise the CO₂ Performance Ladder as a green public procurement tool in mini-competitions at the call-off stage.
The framework is intended to cover general works exceeding €500,000 (Lot 1). The specific types of ITS equipment and installation services will be detailed in individual Call-Off Invitations to Tender.

Transport Infrastructure Ireland (TII) has a requirement to establish nine framework lots under the TII492 Intelligent Transport Systems Equipment Frameworks Generation 2 programme. Lots 1, 2 and 3A to 3F will support TII’s ITS equipment requirements, while Lot 4 will establish a framework to support local authorities in delivering Periodic School Limit signage in accordance with a Government directive. The proposed framework term is four years. The estimated maximum value is €27 million for Lots 1, 2 and 3A to 3F, and €48 million for Lot 4, giving a total estimated maximum value of €75 million across all lots. Lots 1 – 3A to 3F (TII’s requirement for ITS equipment) Transport Infrastructure Ireland (TII) operates and maintains a network of roadside Intelligent Transport Systems (ITS) equipment linked to the Motorway Operations Control Centre (MOCC) in Dublin Tunnel. This infrastructure supports the safe and efficient operation of the national road network. The ITS Equipment Framework will provide the contractual mechanism through which TII may procure ITS equipment, installation services and associated civil works required to maintain, renew and expand the network. Lot 4 (Department of Transport and local authorities requirement for ITS Equipment) A Government directive requires local authorities to install Periodic School Limit (PSL) signs at schools nationwide. Following engagement with the Department of Transport, Lot 4 has been included to establish a framework agreement through which local authorities may procure these works. TII’s role will be limited to establishing the framework agreement and overseeing the eTenders system and monitoring framework ceiling limits. Local authorities will conduct mini-competitions and fund the resulting call-off contracts. TII does not currently expect to use Lot 4 directly, but will retain the option to do so if required.
