9. Risks, red flags & unusuals
Potential risks and concerns include:
- The turnover requirement of €1,250,000 may limit participation to larger firms, potentially excluding smaller businesses.
- The absence of specified insurance requirements for certifications may create uncertainty for bidders regarding compliance.
- The lack of clarity on the timeline for project commencement and completion could pose scheduling challenges for bidders.
10. SME fit assessment
Small to medium-sized enterprises (SMEs) that can credibly bid for this tender should possess:
- Relevant experience in marine civil engineering projects, particularly those exceeding €2,000,000 in value.
- A qualified Quantity Surveyor with significant experience in similar projects.
- The ability to meet the insurance and turnover requirements.
Consortium or sub-contracting arrangements are allowed, which may enable smaller firms to collaborate and meet the eligibility criteria. The indicative bid preparation effort is estimated at 10-15 days, considering the documentation and case studies required. The presence of stringent eligibility criteria may signal a lower probability of winning (Pwin) for SMEs, particularly if larger firms dominate the market.

Original notice text
The proposed €30m+ project to dredge the harbour involves the dredging, stabilisation and beneficial reuse of circa 240,000 cubic metres of contaminated but non-hazardous bed material. This material is located within the confines of the West and East piers of Howth harbour in four main zones known as: * the fishing basin between West and Middle Piers * the channel which provides access from sea * the outer swing mooring area to the north of the inner break water * the inner Marina basin which is adjacent to the public slipway and channel It is proposed that this material is treated and stabilised in a location on the Middle Pier and pumped to a location to the West of the West Pier where it is to be used as the core infill of a new reclaimed multi use land area. The project was submitted for planning to Fingal County Council (F21A-0368) where it was approved but appealed by a third party to ABP, planning permission was subsequently granted by ABP in 2024 (ABP-314487-22). * ABP planning link: 314487 | An Coimisiún Pleanála - * ABP Planning Report: r314487.pdf * The project is subject to EPA licencing, the process of which is in the final stages.
