2. Scope of Work

This procurement establishes an annual readvertisement of a qualification system for the purchase and/or leasing of buses and coaches for Bus Éireann. The system is designed to qualify economic operators for participation in future, specific procurements under this framework. The estimated value of this qualification system over its duration is €120,000,000.

The scope of work for qualified economic operators will encompass the supply of various types of buses and coaches, potentially including:

  • Purchase of Buses and Coaches: This involves the outright acquisition of new vehicles meeting specified technical and operational requirements.
  • Leasing of Buses and Coaches: This includes the provision of vehicles on a lease basis, covering terms, maintenance, and operational aspects as defined in subsequent specific tenders.

The qualification system is structured to assess the capability of suppliers to meet Bus Éireann's ongoing needs for its public transport services across Ireland. While specific volumes, models, or delivery schedules are not detailed at this qualification stage, the system anticipates a broad range of requirements that may include:

  • Standard public transport buses.
  • Coaches for intercity or special services.
  • Potentially specialized vehicles (e.g., accessible, hybrid, electric) depending on future requirements.

The system is designed for annual readvertisement, indicating a continuous need for qualified suppliers to meet Bus Éireann's fleet requirements over an extended period. The qualification process itself involves submitting a Pre-Qualification Questionnaire (PQQ) through Bus Éireann's Coupa Procurement System, following an initial expression of interest on eTenders.

3. Background & buyer context

This procurement is an annual readvertisement of an existing qualification system for Bus Éireann. The system is in its third readvertisement (3/8 - Amended), indicating a mature and ongoing requirement for fleet acquisition and leasing. Bus Éireann operates a significant public transport network across Ireland, and the continuous qualification of suppliers for buses and coaches is essential for maintaining and modernizing its fleet. This process supports Bus Éireann's operational mandate to provide reliable and efficient public transport services nationwide. The estimated value of €120,000,000 suggests a substantial and sustained investment in fleet renewal and expansion.

4. Eligibility & selection criteria

To be considered for qualification, economic operators must meet the following criteria:

  • Turnover requirement: Not specified for this tender.
  • Insurance: Not specified for this tender.
  • Certifications: Not specified for this tender.
  • Past experience: Not specified for this tender.
  • Personnel: Not specified for this tender.
  • Geographic / facility constraints: Not specified for this tender.

The primary mechanism for qualification is the submission and successful evaluation of a Pre-Qualification Questionnaire (PQQ) via Bus Éireann's Coupa Procurement System. The PQQ will assess the economic operator's suitability and capability to participate in future specific tenders for the purchase or leasing of buses and coaches.

5. Award criteria & scoring

This is a qualification system, not a direct award of a contract for goods or services. Economic operators are either qualified or not qualified based on their responses to the Pre-Qualification Questionnaire (PQQ). There is no scoring or weighting of criteria in the traditional sense for this stage. The evaluation will determine if the bidder meets the minimum requirements to be admitted to the qualification system. Successful bidders will be qualified to participate in subsequent, specific tenders issued under this framework, where award criteria will be applied.

6. Submission requirements

Economic operators interested in participating must follow a two-stage process:

  • Express Interest on eTenders:
  • Locate the relevant tender on www.etenders.ie.
  • Select "Expression of Interest" via the "Show CfT Menu" button.
  • Choose the appropriate option and click "Select".
  • A confirmation email will be sent to both the tenderer and Bus Éireann.
  • Complete PQQ in Bus Éireann Coupa System:
  • Upon expressing interest on eTenders, Bus Éireann will send an invite link to the Coupa Procurement System to the email associated with the eTenders profile.
  • Tenderers must follow instructions to create a new password for Coupa.
  • Once registered on Coupa, tenderers will be added to the "Event" (PQQ/Tender).
  • The PQQ questions and related tasks can be accessed within Coupa by clicking the relevant Event Title.
  • Instructional videos and documentation will be provided during the Coupa registration process.
  • If already registered on the Coupa System, tenderers will receive a direct link to the Event/Tender.

The PQQ itself will contain the specific questions and requirements that must be addressed by the bidder.

8. Contract terms that matter

This procurement establishes a qualification system, not a direct contract for goods or services at this stage. Therefore, specific contract terms such as payment schedules, SLAs, liquidated damages, termination clauses, IP ownership, sub-contracting rules, or performance bonds are not detailed in the provided documentation for this qualification phase. These terms will be defined in the individual, specific tenders issued to qualified economic operators under this system. The system is designed to facilitate future procurements, and the terms of those future contracts will govern the relationship for the purchase or lease of buses and coaches.

9. Risks, red flags & unusuals

The primary unusual aspect of this tender is its structure as an "Annual Readvertisement of Qualification System" with a very distant submission deadline of 31 March 2033. This suggests a long-term framework for qualifying suppliers, with specific procurements likely to occur periodically within that timeframe. The use of a separate procurement system (Bus Éireann Coupa Procurement System) for the PQQ, after an initial expression of interest on eTenders, adds a layer of administrative complexity for bidders. The absence of detailed eligibility and selection criteria in the provided extract means potential bidders must carefully review the full PQQ documentation within the Coupa system to understand all qualification requirements.

10. SME fit assessment

This tender is for a qualification system for the purchase and/or leasing of buses and coaches, with a significant estimated value of €120,000,000. Given the scale and nature of supplying public transport vehicles, the primary bidders are likely to be established manufacturers or large leasing companies with proven track records in the automotive or transport sectors. Small and Medium-sized Enterprises (SMEs) might be able to participate as sub-contractors to larger prime contractors, particularly for specialized components or services, if the prime contractor allows for this. Consortium bidding is not explicitly mentioned but is a common route for SMEs to aggregate capabilities. The bid preparation effort would be moderate to high, focusing on demonstrating financial stability, technical capability, and experience in vehicle supply. The long lead time and the nature of the qualification system suggest a stable, ongoing requirement, potentially favouring incumbent suppliers if they have performed satisfactorily.

Bus Éireann intends to procure low emission coaches and schools buses, and where possible zero-emission coaches with low environmental impact in compliance with the latest EURO VI Regulation. The vehicles will comply, as appropriate, with the EPA’s guidelines on road transport vehicles and the European Communities (Clean and Energy Efficient Road Transport Vehicles) (Amendment) Regulations 2021. To be considered for inclusion on a Qualification Panel(s), applicants must complete the Pre-Qualification Questionnaire (PQQ) providing relevant details in relation to the criteria set out below for assessment. It is envisaged that this qualification system will be used to either purchase and or lease during the five-year term of the Qualification System. Economic operators apply once to qualify onto the panel by providing details of their financial and technical capacity against predefined published Selection Criteria within a PQQ. The Qualification Panel for the Purchase and or Lease of Buses and Coaches will be broken down in to sub categories called Lot 1 – Purchase of Buses and Coaches Expressway, and Lot 2 – Lease of Buses and Coaches Expressway, Lot 3 - Purchase of School Buses and Coaches, Lot 4 - Lease of School Buses and Coaches, Lot 5 - Purchase of single or double deck city bus type vehicles and Lot 6 - Lease of single or double deck city bus type vehicles. Economic operators can apply for the Lot(s) that best reflect their commercial operations. Economic operators must complete a PQQ for the Lot(s) that they wish to qualify to. Only economic operators who satisfy the selection criteria of each individual Lot will qualify on to that Lot. After the initial advertisement, the panel must be advertised annually for the duration of the panel (5 years) to continually inform the market place of its existence. Economic Operators can apply to qualify on to the panel, throughout the duration of the panel. Economic Operators who are already qualified to the panel can also amend their application at any interval should their financial or technical capacity or capability change. Qualifying onto a panel does not guarantee any work and/or contracts to a supplier. There is no obligation to use the Qualification Panel and contracts can be advertised on an individual basis using the Negotiated Procedure. (Annual Readvertisement 3/8 - Amended)
