- Criterion B (Contract Management Proposals): Tenderers must provide a statement (max 2,000 words) detailing how they will meet General Service Requirements and Health and Safety Requirements as set out in the Service Level Agreement (SLA).
- Criterion C (Proposed Methodology): Tenderers must submit a methodology (max 2,000 words) demonstrating their approach to delivering works, including sample project plans and timelines for refurbishing zero-bed units, two-bedroom apartments, and three-bedroom houses. 9. Risks, red flags & unusuals
- Value vs. Turnover: The total framework value of €48 million is substantial. The absence of a specific minimum annual turnover requirement for bidders is unusual and could lead to a wide range of applicant sizes, potentially impacting the quality of some bids if not carefully managed through other selection criteria.
- Framework Structure: The "Multi-Party Framework Agreement" structure implies multiple contractors will be appointed. The specific mechanism for awarding individual task orders under the framework is not detailed in the provided metadata, which could be a point of concern for bidders regarding future work allocation and competition.
- Health and Safety Focus: The extensive detail and pass/fail nature of the Health and Safety competence criteria (3.4.1) indicate a high priority placed on safety by Dublin City Council. Bidders must ensure meticulous attention to these requirements.
- SLA Integration: The strong emphasis on meeting SLA requirements within the Contract Management Proposals (Criterion B) means that a thorough understanding of the Service Level Agreement is critical for a successful bid.
10. SME fit assessment
This tender is structured as a multi-party framework agreement, suggesting Dublin City Council intends to appoint several contractors.
- Who can credibly bid: The tender is open to firms with demonstrated experience in term maintenance and refurbishment works. This includes small to medium-sized enterprises (SMEs) that can meet the stringent health and safety requirements and have a track record of delivering similar projects. The requirement for ISO 45001:2018 or equivalent, and the detailed health and safety documentation, may present a higher barrier for very small businesses without established safety management systems.
- Consortium/Sub-contracting: The documents do not explicitly prohibit or encourage consortium bids or sub-contracting. However, the emphasis on the applicant's own experience and safety management systems suggests a preference for direct capability.
- Indicative bid-prep effort: Preparing a compliant bid will require significant effort. This includes compiling detailed project histories with certificates (Appendix B1/B2), developing comprehensive health and safety documentation, writing detailed methodology and contract management proposals (each up to 2,000 words), and completing the pricing schedule. An estimate of 15-25 working days for a dedicated bid team is reasonable, depending on the applicant's existing documentation and internal resources.
- Pwin signal: The absence of specific turnover requirements and the multi-party nature suggest an intention to foster competition. However, the extensive health and safety requirements and the need for proven experience in refurbishment works may favour established contractors with robust safety protocols and a strong portfolio. The incumbent's performance is not mentioned.
